Empowering People to Access Justice through Technology: LannPya Access to Justice Mobile Phone Application Launched in Yangon

On November 28th, MyJustice in partnership with Koe Koe Tech Co. Ltd, launched the LannPya Access to Justice Mobile Phone Application in Yangon. The LannPya project is a joint initiative of Koe Koe Tech and MyJustice, which is funded by the European Union (EU) and implemented by the British Council. 

“Access to justice is essential to strengthening rule of law in Myanmar,” said Dr. Johann Hesse, Head of Cooperation, Delegation of the European Union to Myanmar, on the importance of access to justice in the country. “LannPya is the result of an innovative collaboration that we hope will help to inform, connect, and empower the people of Myanmar, and build trust between communities, governmental and non-governmental legal service providers.” 

LannPya is a mobile phone application (‘App’) which aims to improve public access to information on domestic law and fundamental rights and connect people with legal problems to lawyers and other service providers who can help. The App provides information about people’s rights under Myanmar law, contact information to courts, law offices, and police, searchable directories of lawyers and civil society organisations, step-by-step guides on what can be done in common legal problems, and games and links to external resources on justice in Myanmar. 

The launch was opened by H.E. Daw Khin Myo Kyi, Advocate General of Yangon Region “We believe all people should get access to justice,” said Daw Khin Myo Kyi. “When people are in trouble, they do not know how to start the process, where to go, how to resolve their issues. This app can help meet the people’s needs for justice.” 

“Our research shows that for many people in Myanmar, law feels far from their lives and is not associated with obtaining justice,” said Caitlin Reiger, Team Leader of MyJustice. “By putting law in peoples’ hands, with concrete step by step guides for what it means, what can be done, and who can help, we can begin to empower people to use the law as a tool for protection and aid their journey to change their lives for the better.” 

Myanmar IT company and social enterprise Koe Koe Tech Co. Ltd has taken a leading role in promoting the use of information technologies in service of the public good, including through the MayMay maternal health mobile application now used by tens of thousands of people in Myanmar. 

“The rapid expansion of smartphone use in Myanmar presents an enormous opportunity to help fill a vital information gap when it comes to public understanding of law and rights,” said Michael Lwin, Co-Founder and Managing Director of Koe Koe Tech Co. Ltd. “This collaboration represents an important first step towards harnessing the power of technology to empower people to connect with legal service providers and to help them find justice.” 

In the coming year, MyJustice and Koe Koe Tech will work to make LannPya more useful and more available to people across Myanmar. LannPya will be promoted widely to the general public and also disseminated in a targeted way to the governmental and non-governmental service providers, including local authorities, community leaders, paralegals, legal aid organisations, libraries and educators. MyJustice and Koe Koe Tech will also expand LannPya’s directories to include more regions and states, upload additional educational content about law and rights in Myanmar and more step-by-step guides. LannPya content will also be translated to ethnic minority languages. Learning from user feedback, LannPya will also be continually updated with more user-friendly design, including a Facebook chatbot that will make LannPya’s content available directly through Facebook messenger.
